Security Service

Protection and provision of order

The protection of employees, students, and the material and technical base of the University of Georgia is ensured by the protection and security department. For which there are the following mechanisms:

  1. Disciplinary Code of Ethics
  2. System of surveillance cameras
  3. Pass system
  4. Student card system
  5. University database
  6. Security police alarm system 
  1. Disciplinary Code of Ethics

One of the mechanisms for maintaining order in the university is the disciplinary code, which is known to all employees of the security department and is guided by the discovery of any violation by students and reacts to this violation according to the said code (confirmed by the supervisory code).

  1. System of surveillance cameras

Surveillance cameras are installed in all buildings of the university, with the help of which the control of the buildings of the university and the surrounding territories is carried out (confirmation is possible with the documents confirming the purchase of the mentioned technical means and visual inspection of the site.)

  1. Pass system

To maintain order in the university, there is a pass system, which controls the entry and exit of visitors from the university building and prevents the entry of foreign persons into the university (confirmed by the special journal of the security guard, in which the visitors' data is recorded) 

  1. Student card system

The university has a system of student cards. According to the code, all students are required to carry a student card to enter the university. 

  1. University database

The university has an electronic database, which contains data and photos of employees and students. 

  1. Security police alarm system

The security police alarm system and alarm buttons are installed in the university, when activated, the operational team of the security police is announced on the spot within 3-4 minutes after the call. 

 

Operation of security and order protection mechanisms

  • Disciplinary code of ethics

In case of violation of the disciplinary code of ethics on the part of the student (fight, damage to university equipment, violation of order, indecent behavior, profanity, etc.), the head of the security and safety department or the security guard who discovered the violation, a protocol is drawn up, which records the essence of the violation, the violator's data (Last Name, First Name, School, Course, Student ID Number) Explanation of the violator and likely punitive action to be taken. The drawn-up protocol is handed over to the legal department of the university, after which the case is discussed by the disciplinary commission and the appropriate punishment is determined (confirmed by the protocols drawn up during the review by the university's disciplinary commission) 

  • System of surveillance cameras

The surveillance cameras installed in the university are constantly monitored by the security staff. In case of detection of a specific violation, the information is given to the employees of the security team, who are assigned to control the said building (or floor) on that particular shift, and they stop the violator and then draw up a protocol. If any damage or violation is detected, that could not be detected at the same moment, surveillance camera records are reviewed, the violator is identified and appropriate measures are taken (confirmed by surveillance camera records, and reports on violations)

  • Pass system

To prevent foreigners from entering the building of the university, security, and safety employees who are at the entrances of the university issue passes to visitors based on identity or driver's license data. The following is recorded on the pass:

  1. Name and surname of the visitor
  2. Name or office number of the employee to whom the said person goes
  3. Date and time of entry of the visitor to the university

The visitor's ID card remains with the security guard until the person leaves the university premises. When leaving the university, the visitor leaves a pass issued by the security service, on which is recorded the signature of the university employee or manager with whom the visitor was, and after that, the ID card is returned (confirmed by the entries in the visitor's log in the security and security office).

  • Student card system

According to the disciplinary code of ethics of the university, all students are obliged to bring a student card with them when they come to the university, according to which they are admitted to the university buildings. The check is carried out by security guards based on the student's photo and other data on the student's card (surname, specialty)

  • University database

The university has a database, which can be used by security service employees and where they can see various data of employees and students (surname, first name, photo, specialty) in case the student left the student card at home and has not received a warning that he/she is obliged to carry it with him/her. The student card is identified through the database, after which a temporary pass is issued to him/her and he-she can enter the university with this pass. This also applies during exams, when the student is unable to return home and bring the student card, as well as when the student card is lost before a new student card is issued. (confirmed by the existing database. by the temporary permit issued to students) 

  • Security police alarm system

Security police alarm buttons are installed in the university, in case of activation, an operational team of the security police is immediately sent to the university. The mentioned system operates 24 hours a day. Alarm buttons are located in the security and safety guardrooms. There are also "portable buttons" electronic devices that security guards can carry with them and can be used from anywhere in university buildings if access to the security room is not possible. (confirmed by the agreement signed between the Security Police and the University of Georgia and by the equipment installed in the rooms of the security guard). 

Conflict and special situations - prevention and response

  1. Creating a conflict situation
  • Attempting to enter the territory of the university by unauthorized persons.
  • Conflict between students (physical).
  • Group confrontation between students.
  • Conflict between a student and a representative of the university administration.
  • Holding protests or similar acts by students on the territory of the university. 
  1. Violation of order.
  • Disrupting the course of lectures and the work of university employees (noise, singing in the corridors and recreation areas)
  • Smoking cigarettes in the university building.
  • Playing cards on the university premises/grounds.
  • Damage to the building and university inventory.
  • Arbitrary movement of university inventory.
  • Changing the direction of view of surveillance cameras.
  • Bringing firearms (gas), pneumatic, and cold weapons to the university.
  • Bringing or attempting to bring foreign persons into the university territory. 
  1. Emergencies.
  • fire
  • Terrorist attack, threat.
  • Natural cataclysms 

Creating a conflict situation

  1. Attempting to enter the territory of the university by foreigners without permission.

Prevention: control of the perimeter of the university territory and entrances from the central entrance by the security service through student cards and ID cards.

Response: If a stranger or persons try to deceive (using someone else's student card or with a false reason), the security service employee will call the employees at other duty points to prevent the stranger from entering the university territory. If the trespasser tries to enter the territory by force, the security police are first called with the alarm button, and then the entire security team is mobilized to the place of the violation. (Except for the employee present at the surveillance cameras)

  1. Conflict between students

Response: Upon receiving information about a physical confrontation between students, or upon noticing this confrontation through surveillance cameras, security personnel are gathered at the conflict site using a radio notification. After that, they stand between the opposing parties and do not let each other go, calling for calmness and warning that for such a violation of the university's honor code, severe sanctions will be applied to them. In case of obedience, the quarreling persons are taken out of the university separately and leave the territory of the university. In case of disobedience, resistance, and physical confrontation with security service employees, the police are called.

  1. Group conflict between students.

Prevention: This conflict can be prevented if there is information in advance about a possible conflict, or if a conflict starts between two or more people and they are resolved at the beginning before a group of students intervenes in the fight.

Response: from the beginning, the security police are called, and then the security service is mobilized to the confrontation site. The action is the same as in the confrontation between two people, that is, the separation of the parties actively participating in the conflict. It is allowed to use restraining or defensive methods on the part of the security service within the scope of possibility and necessity, it is necessary to let the quarreling parties know that the police have already been called. If the group of opponents is large, it is preferable to use a mouthpiece.

  1. Conflict between the student and the representative of the university administration.

Response: in the event of such a conflict, the employee of the security service is obliged not to allow the conflict to escalate, to bring the violator to the room of the security service, to ask him about the reasons for the incident, to receive information from a member of the administration (use surveillance camera recordings), after which a protocol is drawn up on the said violation, which is handed over to the legal service.

  1. Holding protests or similar acts by students in the university or its surrounding area.

Response: In the mentioned situation on the territory of the university, the security service is obliged not to allow the action to move into the building, for which the entrance doors to the university, as well as the fire escapes, are controlled. In the event of an action in the surrounding area, the security service employees will mobilize at the entrance to the university territory to prevent the participants of the action from entering the area. When trying to enter the territory, or if the participants of the protest interfere with the educational process, the police are called. If such actions take a permanent nature, the employees of the security service will switch to a special work mode.

Disruption of order.

  1. Disrupting the course of lectures and the work of university employees (noise, singing in the corridors and recreation areas)

Prevention: Prevention can be achieved by having security personnel patrol the building or floors and recreation areas on duty.

Response: upon discovery of a violation, an appropriate protocol is drawn up and handed over to the legal department.

  1. Smoking cigarettes in the university building.

Response: drawing up a protocol

  1. Playing cards in the university building, on the territory.

Response: drawing up a protocol

  1. Damage to the building and university inventory.

Response: determining the time of the damage and the identity of the damager through surveillance camera recordings. Drafting and handing over the protocol to the legal service. Providing information about damage to the Material Resources Service.

  1. Arbitrary movement of university inventory.

Response: Verbal warning

  1. Changing the direction of view of surveillance cameras.

Response: Verbal warning

  1. Bringing firearms (gas), pneumatic, and cold weapons into the university.

Response: Upon spotting a cold weapon, the security service officers approach the violator and demand that he/she hand over the said weapon to them or leave the university premises. In case of disobedience, the police are called. When a firearm is noticed, the police are called.

  1. Bringing or attempting to bring foreigners into the territory of the university.

Prevention: strict control of those entering the university territory.

Response: Verbal warning. 

Emergencies

  1. Fire

Prevention: To prevent fire, regular rounds and inspections of the building are carried out by security service employees throughout the day. It is forbidden to use tobacco in the building, so as not to accidentally start a fire from a cigarette. Control is also carried out through the fire prevention system. Cabinets and auditoriums are searched after the building is closed to rule out the possibility of electronic devices or heaters being left behind. Upon receiving information about a fire, or when it is detected by the fire alarm system, security service employees: 1) immediately announce a fire alarm by radio and go to the mentioned floor to determine whether the information is true and whether there is a fire center or a danger of its occurrence. 2) The emergency management service is called as soon as the fire source is found. 3) Fire extinguishers are used if possible. 3) They will be located on the floors attached to them and organize the evacuation of students and staff.

  1. Terrorist attack, threat.

Response: In the case of a threat received by phone or letter about the presence of an explosive device in the building, or the event of the discovery of a suspicious box or object, the police and the emergency management service, as well as the security police, are immediately called to close the perimeter with their help. Security service employees will deploy on the floors and start evacuating people from the building.

  1. Natural cataclysms

Response: In the event of strong winds or blizzards, security personnel will conduct a general walk-around to ensure that all windows and doors are locked and to prevent crosswinds from entering the building, which may cause windows and glass to break. In the event of an earthquake, students and staff are encouraged (via radio announcement) to move away from windows and closets and not to use the building's stairs or elevators until the shaking has stopped. Evacuation will be carried out by fire stairs.
