Tato Kvamladze brings a decade of progressive leadership experience, specializing in defense policy and management. He has held mid-level management positions at the Georgian Ministry of Defense and actively participated in defense budget planning and execution trend analysis and has a profound understanding of the work of defense institutions. Concurrently, Mr. Kvamladze heads the defense infrastructure management office, where he is in charge of elaborating infrastructure policy and development strategy, coordinating the ministry’s construction development, real estate, and sustainment budget planning process, and leading the prioritization of projects to increase efficiency and effectiveness. Throughout his career, Mr. Kvamladze had accumulated invaluable experience and championed major defense programs aimed at optimizing defense expenditure. He has been instrumental in the development and implementation of key strategic documents and programs. His academic credentials are in the field of political science and economics. He holds his BA in social science from Tbilisi State University, a MA in international relations from the Georgian Institute of Public Affairs, and an MBA in resource planning and management from the U.S. Naval Postgraduate School. He also holds a postgraduate diploma (MAS equivalent) in diplomacy and Euro-integration from the Estonian School of Diplomacy. Additionally, his professional portfolio includes certifications in Lean Six Sigma (Yellow Belt) and Project Management Professional (PMP). He has expertise in policy analysis, cost-benefit analysis, monitoring and evaluation, and Planning, Programming, Budgeting, and Execution (PPBE). Mr. Kvamladze started his teaching career five years ago and is lecturing at various universities in Georgia. His research interests include geopolitics, foreign and defense policy, and defense economics including the defense industry, military expenditure, and international arms trade. He is fluent in Georgian, English, and Russian.
