Tracing Russian Influence in Post-Soviet Countries

On June 17, an unprecedented conference titled "Tracing Russian Influence in Post-Soviet Countries" was held at the University of Georgia, organized by the School of Social Sciences of the University of Georgia and the New Economic School. The event had no parallel in the academic space of Georgia.

The conference was structured around four main areas:

✅ Russia’s political and economic influence
✅ Military and hybrid influence
✅ Culture, norms, and values
✅ How to respond to the challenges

Renowned international experts in politics and international relations discussed Russia’s revisionist strategy aimed at reclaiming its influence in the post-Soviet space.

Invited speakers included:

  • Michael Carpenter – Former advisor on foreign relations to U.S. Vice President Joe Biden, Director of the Penn Biden Center for Diplomacy and Global Engagement, and security consultant to Lithuania’s National Defense Foundation.

  • Jeffrey Mankoff – Head of the Russia and Eurasia Program at CSIS, former advisor to the U.S. State Department on relations with Russia, and expert on security and Russian foreign policy.

  • Brian Whitmore – Director and senior researcher of the Russia Program at the Center for European Policy Analysis.

  • Luke Coffey – Director of the Allison Center for Foreign Policy Studies at the Heritage Foundation and author of “NATO-Georgia: U.S. and European Interests.”

  • Andreas Umland – German political scientist and expert in Russian and Ukrainian history.

  • Krassen Stanchev – Macroeconomics expert, professor at Sofia University, and program leader for the EU, UN, and USAID in the Caucasus and Central Asia.

  • Žygimantas Pavilionis – Member of the Lithuanian Parliament, Chair of the Transatlantic and Democratic Subcommittee, and former Ambassador of Lithuania to the United States.

As part of the conference, the first phase of the University of Georgia’s School of Social Sciences’ research project “Tracing Russian Economic Influence in Georgia and Its Impact on Political Decision-Making” was presented. The study explored the extent of Russia’s economic footprint in Georgia, how its economic expansion influences political decisions, and the tools it uses to shape public opinion in the country.

Notably, the University of Georgia is the first institution in the country to conduct such a comprehensive academic study on Russia’s economic influence.
